Directions
Mix the beef together with garlic powder, paprika, pepper and salt. Blanch cabbage leaves so they’re soft and flexible.
Divide the meat among 4 cabbage leaves and wrap it tucking the ends as much as possible.
Place cabbage rolls in a pot, add diced tomatoes and water so it is just covered. Cook covered on medium low heat for 30 minutes.
