Directions
Heat heavy bottom skillet on med high. Add bell pepper, onion, 1 clove of garlic and beef and cook for about 2-3 minutes.
Add beef and cook, breaking it up with a wooden spoon, until no longer pink and browned about 8-10 minutes.
Add tomato sauce, 1 cup of water, spices, remaining garlic and celery. Lower heat and shimmer for 30-40 minutes. Garnish with cilantro and enjoy!

1/2 stevia
1/2 tsp salt
