Preheat the broiler to high. Lay seeded and quartered peppers on a sheet pan and place under the broiler 2-3 inches from the element. Cook turning with tongs, until charred on all sides.
Combine the basil, parsley and garlic in a blender. Blend well. Add the red peppers, oil sun dried tomatoes, lemon juice, salt, pepper, and red pepper flakes. Blend until smooth.
